Missing Permissions for Awards

I am having an issue with awards in general. when I go to the Awards section it tells me "No Awards have been created yet, or you do not have permission to view any of the awards."  and when I view my profile under my awards it tells me "This user has no awards." I asked other people to check my profile and all of my awards are intact, i just don't have the correct permissions to gaze upon them.
